One Platform for Donor-Funded Programs

How a public-sector ministry brought two donor-funded agricultural programs onto a single NetSuite platform aligned to donor reporting.

The Situation

A government ministry operated two large agricultural transformation programs funded by multilateral donors. Multiple agricultural value chains. Rural economic transformation initiatives. Operations across 8 warehouse locations reaching into rural communities across the country. The programs were funded through a mix of grants and loans from multilateral donors, and the financial accountability bar was set by donor agreements and donor oversight reviews, not by domestic policy.

The Obstacles

Without the donor's reporting model embedded in the system, every donor report became a hand-built spreadsheet. The ministry could not produce donor-format reports, enforce activity-based budgets, or trace spend back to donor categories with confidence.

Legacy systems failed audits. Finance and procurement sat in separate tools, completely lacking the integrated audit trail that multilateral donor reviews demand.

Master data was heavily fragmented. Standard ERP segments failed to accommodate the hierarchies needed to trace every transaction back to specific donor activities.

Manual Splits & Budgeting

Enforceable activity budgets didn't exist. Funding splits across primary donors, loans, and grants were calculated entirely by hand on every single transaction.

The Solution

Softype delivered a purpose-fit NetSuite OneWorld implementation designed specifically around the donor's complex reporting model, not retrofitted to it. The 4-phase rollout mapped business processes, established a custom segment hierarchy, and delivered UAT before go-live.

We built a custom segment hierarchy mirroring the donor's 5-level activity model. We then deployed NetSuite Advanced Budgeting to enforce spending limits at transaction entry, alongside automated statistical allocations that apply fixed-percentage splits across donor sources.

The custom segment hierarchy did the heavy lifting. By building the system around the multilateral donors' reporting model rather than around a generic chart of accounts, every transaction posted in NetSuite automatically rolled up into the structure that donor reports actually require. This purpose-built approach turned the most fragile part of the ministry's architecture into the most reliable, laying a solid foundation for future donor-funded initiatives.
